It has become apparent, based on an article published in Õhtuleht on 5 November 2025 titled „ÜHE AHISTAMISE LUGU | Kätri Kiilberg: ülikool arvas, et peaksin paremini „ei“ ütlema“ (as well as articles in Feministeerium "Ahistamisjuhtum Tartu Ülikoolis. Ohvrid räägivad oma lood" and in Eesti Ekspress regarding the Viljandi Culture Academy case), that effective solutions have not yet been found for addressing harassment and bullying in a way that ensures victims feel safe and are able to continue their studies without disruption. The victim’s safety is a priority, and even one flawed solution is already one too much.
We believe it is important to emphasise that, from the perspective of victims of harassment or bullying, cases of inappropriate behaviour have been handled unfairly or inadequately. Student representatives believe that cases of inappropriate treatment involving both students and university staff—particularly those related to harassment and bullying—must be resolved according to clear and fairly applied rules.
The student representatives of the University of Tartu emphasise the following principles:
Cases involving students must be resolved in accordance with the University of Tartu's Study Regulations (point 87.9.4) and the Equal Treatment Guidelines (p. 16).
The university must ensure that the victim's studies are not hindered or complicated.
The parties involved are kept informed about the progress of the case resolution, and the university ensures that all parties comply with the agreements made during the resolution process.
University employees must refrain from expressing their personal views or attitudes toward any party involved until the case has been thoroughly discussed with all parties concerned.
The university must involve staff with appropriate expertise in resolving cases and making decisions, specifically individuals whose responsibilities focus solely on ensuring equal treatment.
Student representatives consider it essential that every student and staff member at the University of Tartu feels safe and confident that cases of inappropriate treatment are addressed fairly, transparently, and with respect for all parties involved.
